Arrears Process Overview

Arrears are generated for most health care and supplemental benefit deductions when an employee is off contract or otherwise not receiving pay. This article provides an overview of the arrears process so you know what to expect if you have an arrears payment.


What are arrears?

Arrears are missed deductions. 

For example: An employee who is off-contract and not receiving pay will not have deductions collected from their $0.00 paycheck. When an employee returns to work and begins receiving pay again, the deductions will restart and the arrears balance generated will begin to be paid.


When are arrears generated?

  • When an employee is off contract
  • When an employee does not receive pay for a given pay period

What benefit deductions do arrears apply to?

  • Medical, dental, and vision benefits
  • Health Care and Limited Purpose Flexible Spending Accounts (FSAs)
  • Employee, spouse, and child supplemental life
  • Any Corestream voluntary benefits (except pet insurance)

What is the repayment rate for arrears?

  • Medical, dental, and vision benefits → 40% of the current biweekly amount
  • Health Care and Limited Purpose Flexible Spending Accounts (FSAs) → 100% of the current biweekly amount
  • Employee, spouse, and child supplemental life → 40% of the current biweekly amount
  • Any Corestream voluntary benefits (except pet insurance) → 100% of the current biweekly amount

What will you see on your pay stub?
Currently enrolled in coverage
If you are paying arrears, you will see either 140% or 200% of the current biweekly deduction until the arrears balance is paid off. After the arrears balance is paid, the biweekly deductions will return to their regular rate.

Opted out of the coverage
If you have opted out of coverage and still have an arrears balance, you will see either 40% or 100% until the arrears balance is paid. After the arrears balance is paid, you will no longer see deductions for that benefit on your pay stub. 


What about employees on contract extension or summer assignments?
As a reminder, employees who are receiving pay - even during the summer on contract extensions or summer assignments - will see their benefit deductions come out on their regular biweekly schedule.
